I'd suggest replacing the Wizard Lord with an Arch-lector to keep with the crusading theme. You get the same dispel dice, and you get the extra bound spells, as well as more hating.

And give up what little real casting power you have. Keep the Wizard Lord, if your magic is to have any effect whatsoever, you'll need it. If you take the Arch Lector, then lose the second wizard because it will be totally USELESS. So, don't take the Arch Lector.

Meant to say drop the general...Every army should have at least one wizard, if only for scroll caddy purposes, and frankly 2 Wizards are more cost-effective compared to a single Wizard Lord (2 Battle Wizards, one at level 2 are 165 points, 4 wound).

Armor of Tarnus is next to useless on a Wizard, as he should be kept in a unit where he can benefit from Look Out Sir. The Runefang is not cost-effective...so you should drop the general and Armor of Tarnus on the Lord. With the leftover points you can get an Arch-Lector (extra +2 dispel), who has the same leadership as the General...whether you want a War Altar I'll leave up to you.

Meh, I play Vamp Counts mostly so I don't have to worry about that. Every character is a wizard anyway, except Wight Kings, and I don't use them.

I already have 2 warrior priests and they are two enough of my favorite models!

The general stays because he is more of a sword wielder, he is also the only person who can wield a runefang, not counting characters.

I also cannot use the war altar because I cannot acquire the war altar in a sufficient amount of time. The armor of tarnus is well used as the wizard is mounted (right? or did I leave that off?)

His save was verily increased to 3+ and then has a 5+ ward.

Umm...Armor of Tarnus, Barded Warhorse, etc would only give you a 4+ save and 5+ ward. And the Runefang I might say verily sucks. Why, for the same points as a Runefang, one could get a cannon which does the same thing at range. In general, a lance or Great Weapon should see you through most combats just fine.

Umm... No, Armor of Tarnus is a 5+ save (correct me if I'm wrong, I'm going off memory), mount makes it 4+, barded makes it 3+.

Runefangs are quite okey dokey for issuing challenges, but otherwise I stay away. Simply too expensive, and in an Empire army it's the last thing you want. I disagree about the Cannon though, because on a 2+ Cannons can't character snipe. A challenge is a semi-sure thing, and with a Runefang you should have the upper hand whether the opponent accepts or declines.

And Great Weapon = BAD. In my book anyway. Striking last unless you charge is just not worth it. If it were a High Elf I'd think differently, but as it is... Some people get them to work, but I think a magic weapon and a shield is the way to go. Save increased by 2 in combat (or decreased, I suppose), and whatever effects the blade itself has (they're bound to be good, whatever they are).

Don't trust me 100% though, I play my Empire differently than a lot of people, and I'm strongly opinionated about what works and what doesn't. And with my poor luck, Cannons don't work. 3 out of 6 turns I misfire, and assuming the Cannon stays on the table after those, I manage to either overshoot or undershoot and have the Cannonball lodge in the ground inches in front of my target's feet. Helblasters, however, work. I can rely on a first-shot misfire and hope for a 6, and then we're REALLY in business.

Was that said with sarcasm or is it just how I read it? Challenges DO matter, very much. At least to me, playing Vampire Counts. Characters are important, and losing one in a challenge may very well translate to losing the combat!
