hmm.. try the water effect color by vallejo
or what i do is combine 3 parts glue with 1 part water add color blue or w/e water you want it to look like and let it dry o.o

resin works well!! Or layers of see through drying pva glue! or as said you could paint it.

Paint on several layers of nice glossy varnish, that's what I do. Do as many layers as you feel you can be bothered with - the more layers, the more depth the water appears to have.

Or you could just play underwater..
In a big tank. You can move your pieces from outside the tank using magnets.


OK, I'm getting off-topic.
There's a company called Woodland Scenics who have kits for water-based scenery. Not sure whether they are based in UK or US, but you should be able to order some if you can't find any in shops over there.

i believe GW actually sells water effect stuff. you just paint a color underneath then poor and BAM. water. anyhoo about that running water thing my buddies are planning to do somthing like that in my basement for fantasy games. maybe have some ship battles! anyhow i dont wanna thread jack.

This is what the chaps at Gale Force 9 use (they have some great pics on their website www.gf9.com
It's a two part resin that is absolutely beautiful for water. Here are the steps:

1) Build a pond or body of water by making a terrain "rim" around whatever you want to be under water. If you are building a river that runs off the table edge, glue a piece of plexiglass to the end and put something to catch overflow on the floor.

2) If you want really deep looking water, place some plexiglass on the bottom first. The easiest way to do this is to get some 1/8" or 1/4" plexi, cut it to a rough shape on a bandsaw (be careful they're sharp). If you tape the plexi first it tends not to chip or break. You can clean the adhesive off with some citrus cleaner.

Then, flock the board the way you want the bottom of the pond to look (tea leaves work phenominally here...they look like decaying leaves and whatnot). Then pour a light coat of Envirotex down. While this is trying, place the plexiglass down on top of it. Put something heavy on the plexi to create a seal while the epoxy resin is drying.

3) Once this is done, pour a thick layer of Envirotex on top of the plexi to make the final coat of water. If you want, when the resin is almost dry, prick it lightly and randomly with a toothpick to create "waves".

The plexi makes the light refract like deep water. But you can, of course, do all of this without plexi. It just looks more shallow. Likewise, you can put multiple coats of resin down to create deeper water.

Adding a little green or red/brown tint to the resin can give it a rusty industrial or waste water feel.
