It depends upon the tower itself. If theres a low wall that he can see over, he'll get a cover save but nothing special other then that.

Buildings in 40k are there to break up the battlefield and provide some obstacles or places to hide your vulnerable units behind. If there wasn't any terrain, it would come down to luck and who had the most and best guns or in the case of some armies, if they can survive the torrent of fire to march across the table to attack the enemy.

It wouldn't really have much of a detrimental effect on two pure assault based armies (like Khorne and Tyranids for example) other then them not having to travel around the terrain.

You get nothinh for range, if anything you'll lose range.

If your high up your oppenent will make you messure from model to model.

The only advantage to hight is that you can see over some terrain.

nooo terrain and tyranids make them move faster and that means in some cases CC in first turn for ta and tahts very bad.... terrain is great for tau jumpacks cause you can hit and run... let me explain... move crisis squad behind a building prefferably near the corner, on your turn you move out from behing the building 6" allowing you to shoot at the enemy, when your assault phase coause you move them back 6" to behind the building thus performing a hit and run/hide from the enemy is a great tactic

Actually, I believe you measure along the flat, you definitely do for city fight.

Just rember with terrain and charging, at least one model has to make base to base contact.

Acutally no, if you use the cityfight rules for heavy urban fighting, you'll find that there isn't a penalty for being above, and usually there's a decent incentive in the way of better range or line of sight, and always hitting top armour of vehicles.* Besides, that's a pretty poor opponent that wouldn't agree being higher would give you better range, not worse.
