Default Devilfish transport Movement

im reading about the DFtransport and it says that it is Skimmer and Tank, now, i also read that all skimmers count as Fast, but dont have to take dangerous terrain check. And well to be quite frank, how much can the DF move? 12"? 24"? i dont know.

Where on earth did you read that all skimmers counted as being fast? Skimmers require a roll of 6 to hit them in close combat, but unless it specifically states that it is a fast vehicle (which the devilfish is not), it moves 12".

One possibility is that you're confusing the title of the skimmer rules in the BBB, "Skimmers Moving Fast," with the "Fast" special rule for some vehicles. In the case of "Skimmers Moving Fast," it should probably read "Skimmers Moving Quickly," since they are discussing the "actual" speed of skimmers, and not any special rules they have. A vehicle that is "Fast," and so can move 24" per turn, is going to have "Fast" listed in it's description, and that's how you tell how fast the vehicle can move. ;D

The devilfish is just a normal skimmer. The multitracker upgrade allows it to shoot as though it were a fast vehicle. Refer to codex for that.

The devilfish and hammerhead can only move up to 12" per turn.

can you move a devlfish 12" and still disembark from it ?

You can move up to 12" and embark. Then the embarked troops may shot as if they moved on their own, but they mustn't go in CC. A movement above 12" makes it impossible to embark.
