No, Flachettes have no effect against units with an AV.

Anything which they cannot wound will not be effected.

That said, they wouldnt affect grotesques either as it does not instant death them

Given that it occurs during close combat exclusively, don't you think fletchette wounds should apply as "hits in close combat" and thus ignore the Grotesque's special rule?

I know in my gaming group, we decided Witches would get their 4++ save against 'em... which annoys the heck out me, since our Dark Eldar player has a nasty habit of rolling 4 out of 5 4++ saves.

Technically it's just a wound inflicted on a D6 roll of 4+ before the model in question resolves its attacks

I think it's outside of shooting and CC, I think of it like a dangerous terrain test for moving into contact with the vehicle, but armor saves are allowed :P

Due to its age, that still allows the wound to apply against Grotesques - its only "ranged" and "shooting" attacks that are ignored if they lack the requisite strength.

I also find it cinematic for a Witch to pull a Neo dodge against a randomly activated shotgun, so I think I'll keep my interpretation.

Ah, I am unfamiliar with Grotesques' rules, if it only says ranged and shooting attacks it seems that Flechettes would indeed not count. As they have to be in Base-to-Hull contact with the vehicle... I was merely pointing out that they aren't really close combat attacks.
