Theoretically could a crisis suit commander have equipped both the Cyclic Ion Blaster and the Airbursting Fragmentation Launcher?

My Commander can and does have both equipped, it's very effective against Nid hordes, and the occasional Guard platoon. As the 5 shots of the CIB and the large blast of the AFL, I think it is a good combination, but I'm sure there are better options. For example, for anti-Guard you may prefer a flamer to either of the weapons.

The is, as Zanuu said, nothing stopping you.
The Limit is 1 of each per Army. Where you put them is up to you. A Shas'O is the best choice for both, as BS5 means that most of the CIB shots will hit, and that the AFP scatters as little as possible. Both weapons do pack a small punch, so are often best paired with a stronger weapon, Hence the populatiry of the Aurora Shas'O, which is the CIB + Plasma Rifle.

Yep, its perfectly legal, despite what many people (including a lot of Tau players for that matter...) may tell you the codex does not at any point forbid it.
You should note though, that in doing this you completely specialise the unit as a horde killer (admittedly an epic horde killer though) because despite the special rule you shouldn't bother trying to use the CIB against anything with a decent armour save. Its too unreliable as an armour penetrating gun and S3 means you'll generally be wounding on a 5+ against anything particularly tough.

Thanks for the replies.
I do understand it an anti horde combination, i was thinking this because I'm playing apocalypse against nids. I was not aware that you can only have 1 of each weapon in the army. Does that still apply in apocalypse? And i was not going to glue the weapons in so i could interchange the weapons whenever i felt necessary. |

You would only get one of each piece of special issue per a Tau general (i.e. you). So if you're the only Tau player in the game then you can only have one CIB, but if there's you and two other Tau players, then you can up to three CIB's (one each).
