Default noob question

in a game that requires you to have two HQ choices can you have 2 Shas'el commanders with twin-linked fusion blasters,missile pod, and HW multi-tracker exploit the independent bit by staying 6 inches within each other to stay an invalid shooting target?

The 6" is related to an old rule, from 3rd edition.* Now both Shas'el are safe from shooting as long as there is another unit of yours closer to the firing unit. It does not matter where the Shas'el are in relation to each other.
