Just to confirm, as there are no target priority tests any more, command and control nodes are effectively pointless

am i right?

Yep. The entire effect of the node deals with a rule that no longer exists, therefore it has no effect (except to waste points! NERF).

No. What I am saying is that my Air Support has lots of Ground Cadre.

If a Land Raider dies to a rail gun, and no one was around to see it, does the kill point still exist?

Could be used as a multi-tracker now. Or the target lock. Since the same little piece is used to represent two things...

That's pretty stupid though...wait to kick the Tau in their nuts...I can just imagine in some battle there's a Shas'O who's bitching about how he no longer tells his shas'la what to shoot.
