What is the optimum ratio of pulse carbines to pulse rifles for a squad of 12?

Are EMP Grenades worth the points for firewarrior squads?

Now, my own opinion to answer your question quickly, which others will chime in soon as well with:

In a squad of 12 Fire Warriors, I tend to find 2 Pulse Carbines optimal for an "all-comer" approach to have the chance to pin the weak, but not waste too much fire when fighting the strong.

Just another idea for you: if you Firewarriors are totally on-foot, you could add two gundrones as wargear to the Shas'ui via the Hardwired Drone Controller to grant yourself 2 twin-linked pulse carbines to the squad without taking pulse carbines in the actual Fire Warriors themselves, which means you keep all the maximum firepower that you can.

EMP grenades are more useful than photon grenades in small games. Otherwise, forget grenades because Tau running after a vehicle are generally dead Tau. EMP grenades can be used creatively however, such as small bomber teams mounted in fish should you lack the models to really get some anti-tank power on the board. If you had a very large fire warrior army for example, it may be something to look into. But they're too expensive to take in large amounts (considering you must equip every model, not just a few). So in most situations, don't take them unless you really want to--not that worth while for the points. However, you could try it out if they were mobilzed and you wanted to do an infantry run to quickly get near a beast of armor and glance it a couple times, if you're lucky.

Try forgetting about the extras in a few games. You might be pleasantly surprised. Sometimes keeping with simple units and majority rather than stocking up on goodies can be a better choice, but having fun playing is even more important (unless you are me).

I agree with malveaux on taking two in a group (although I personally take all pulse just out of superstition), as you can get the chance to pin anything close to your squad while only losing two maximum ranged shots.

Pulse Carbines don't work agains SM army's in my experience. I prefer alot more shooting at my 30" range as I can.

yea, most armies have enough leadership or some sort of special rule that helps their leadership to prevent pulse carbines from having any effect, but in most armies (not including marines) theres some sort of weak unit that can be pinned, and that is where taking them comes into effect. Just another reason I take all pulse.

I personally prefer the Rifle, it's the strength of the FCW imo.

If you wanted to use some Carbines, you could use them in a Devilfish, as you won't have to worry about range, but then your losing Rapid Fire shots :S (I think, no codex and no asking questions ^^)

But generally speaking, use Rifles.
