Well Tau are obliged to take fire warriors so this would be a good place to start

Well, if you are new to Tau, you should definitely get the FW box, as they are a 1+ choice. Then either a regular suit or a commander as the Crisis Suit Commander is also required. Then you can go from there, probably more FW next to have two full 12-man units. Later you can brach off onto auxilliaries (Kroot, Vespid) and/or suits and tanks.

A good army to start with would be two fw teams and a commander.

...is about the cheapest (cost/points) you can have.

Just buy 2 boxes of FW, and a commander and go from there.

I assume this is not on the forums (your problem)? Well, I would assume all you would have to do is log in on the forums, and then you can rate stuff.

If you really like Tau, don't make the mistake i did and buy everything separately, BUY THE BATTLEFORCE, it has everything you'll need plus a hefty 40% savings in cost. There is an article in the Tau Online Tactica which will walk you through the construction and gaming with the battleforce. Personally, I don't like Kroot but its your choice. Read around, there are quite a few topics floating around with regards to using Vespid. Happy Painting and Gaming!!!
