Not many races have Titans...Only Imperial Guard and Chaos.
Titans do not fit the tau way of war, as they are too slow and unmaneuverable.
You can use the tigershark in Apocolypse games with either IA:Taros or IA:Apocalypse, which both contain its rules.
With IA:Taros it can also be used in normal games, but not many people will let you field it outside of apocalypse.

Actually, most races do have titans. Orks, Eldar, Imperials, Chaos, Tyranids... The only ones who don't are Dark Eldar, Tau, and Necrons. But we have Tigershark AX 10s and the Manta, which puts Titans to shame.

IA:Apocalypse can be found here, just scroll down a bit
A lot of people won't let you use it outside of apocalypse simply because its forgeworld and adds several new rulesets to the game. If they used forgeworld as well then you should be fine.

Ok found the book can the Tiger Shark transport firewarriors also or just gun drones?
Which one is better Tiger Shark or the AX-1-0 Tiger Shark? I think the AX-1-0 is better with destroying stuff.

Just Drones.

AX-1-0 is very good at killing Titans and other superheavies, while the standard Tigershark is a drone transport with some Ion Cannons. The AX-1-0 costs a lot more, but I really don't see the point in having a standard Tigershark.

Standard Tigersharks have ion cannons on which doesn't make much sense, as you can get at least two Ionheads for that price. The AX-1-0 is a better bet as they can and do take out enemy titans in one shot.
