Could you also rephrase your question to not sound like a "win at any cost" freak?
But, yes, it would also help to know more about your opposition to help you achieve this 'absolute victory' you desire.

It was a bit extreme but not that bad, although telling how far into powergaming you want to go or if you want a balanced lst would be a good thing too ^-^

Well, now that you asked politely, I will bestow my limited knowlage unto you...umm, yea.
Anyways, the Eldar you're looking at are Biel-Tan, and as such, are a pure specialists army. Now, since I don't know much about the templars, I'll just stick the with the anti-Eldar for now.
Biel-Tan have the weakness of both range and numbers. They have trouble against large numbers of armour, however, can sweep most forms of infantry like Hourmaguants through Fire Warriors, in mostly the same fasion too. While they do have the Reapers, your friend probably doesn't have many of them and sticks to either Scorpions, or Banshees, backed up with Dragons, and maybe some Hawks or Spiders. Now, most of this won't be too much of a threat since they're either reletivly weak offensivly, or can be out-speeded by Mech Tau.
Now the real threats are going to be his vehicles. Vipers, Falcons, maybe some War-Walkers, and maybe even the probable Wraith-Lord, depending on it's setup. Since most of this is fast skimmers, the priority unit you should have is the Ion-Head(Hammer-Head with Ion Cannons). Some people prefer the Rail-Head, but in this case, the Ion-Head will save you the trouble of shooting that falcon turn after turn with only glancing hits, and not a single immobilisation/destroyed. While Ion-Heads are weaker, and fare poorly against most infantry, the sheer number of hits will compensate, and will guarentee hitting the weak-point of that Falcon by the second turn.
Next on the lineup would be your Crisis suits. Outfit them as FireKnife, as it'll work well against both Aspect Warriors, as well as SMurfs. It's missiles are powerful enough to punch through the armour of about half the existing Aspects, and can do well against most of the others, as well as being good against their vehicles.
Stealth Suits are a nice choice generally, but might not fare as well as it has poor tank-busting cababilities, however, they can stay out of range of your friend's infantry once they disembark their transports, and then wreak havok as they try to get into assault (fleet of foot can only help so much. If you kill a lot of Banshees/Scorpions by the second turn of shooting (there's only ten of them) then they'll break. He'll need a nice 6 on his fleet twice (depending on the situation) to catch up.) Oh, and Infiltrating is always good on such a strong and fast squad.
After this, it depends on wheather you want to go Mech-Tau or Stactic-Tau, or a variant.
Ask Dizzy from here on.

um, my bad but what points value do you want ^-^

the eldar you have here seems to be the generic Biel Tan, 4+ saves all around means the sub and MP are king as they also deal to the Falcons and WS better than Rails (HF+SS mean more shots are better than stronger ones)

BT are your cheeze smurfs, 3+ saves and when they fail morale they fall forward.

Mech is the way to go for both and I'll cook you a list if you tell me what points value and what units you prefer.

10000?! *O*...
How big are your tables?!
...
...
...
Anyways, if points aren't a problem, then how many force organisation charts? Two, three, five, ten?
If you're not using them, then the easy way is by stocking up on Hammer Heads. Rail guns are generally good in most situations, and Ions are good for anything the Rails fare poorly in.
Rack up your Battle Suits, put all of your Fire Warriors into Devil Fishes, pack a few squads of Pathfinders, combined with a factory of seeker missiles, and I would probably avoid Kroot, as they're too slow to deal with such large boards, unless you want to use them as a lure when you go fishing for SMurfs. I highly suggest avoiding useing them though, since their usefulness in a battle is dependent on their positioning at the beginning of the match, since they will have trouble trying to assist other parts of your force if they get into trouble.

I think he means 1000. I am thinking ht might have added in an extra zero. but the Biel Tan army is really quite simple if it's only at a 1500 pts range. that will mean he will have maybe 2 units of warp spiders and/or wave serpent mounted Banshees...in which case a railhead would do nicely. pop the transport, then submunition. Rinse and repeat while giving him a pulse massage via fire warriors.
