Default Ordinance Rails?

I just realised that the Railgun submunition uses the 'ordinance blast' template, but is a 'heavy 1'.
Now, does that mean it goes under the ordinance rules for armour-penetration, or just used the 'large blast' template and that's it.
Also, isn't the submunition supposed to be some kind of shrapnal blast or something? Like one of those airborn fragmentation weapons, not some shell? If so, then, say, if it hits a target, but a separate vehicle is also under the template, then does the damage get halved, or does that other vehicle take the full force?

only the sub counts as ordinance. and I'm pretty sure if you hit a vehicle with a sub round you would get to roll 2 dice and pick the highest.

Unfortunately, the submunition railgun is not an ordinance weapon, either.* It just uses the large (5") template to determine how many models it hits.* It doesn't cause pinning or have the special armor-penetration rules that true ordinance weapons do.* This is described on the bottom of page 19 in the codex.

actually, the Submunition can roll 2 Armor pen dice against open-topped vehicles because they are vulnerable to blast weapons....but more often than not, you should go with the solid shot to get the guaranteed pen on many transports.

I guess I should have been clearer.* It is still a blast weapon, even though it is not an ordinance or barrage weapon.* This means it still effects models with the "vulnerable to blasts/templates" special rule (page 76).* It's kind of weird, though.* Unless I am misreading, blast weapons apart from ordinance don't roll 2d6 and then add strength against open-topped vehicles (page 68), but rather actually score two hits, rolling 1d6 and then adding strength for each as per the normal rules. Both hits will then have +1 on the damage table if they glance or penetrate.
A true ordinance weapon will score two hits against an open-topped vehicle, rolling S + 2D6 for both hits and rolling on the ordinance table.* Ouch.

The submunition railgun hits or misses in the same way as a frag missile, but with the larger template (page 30).* If it misses, then it is just a miss and there is no further effect.* Kind of weird, huh?* I am not sure if there are any other weapons that use the 5" template but are still just blast weapons.

I know, but normal ordnance scatters. That's why it's bad at close range.

It is not Ordnance. It is Heavy 1 with either shot and therefore does not scatter when firing the submunition round.
