It's my opinion that it depends on how the squad is being used. Obviously, a stationary footslogging Fire Warrior squad is better off with all or mostly Pulse Rifles for maximum ranged power. But a mobile unit in a Devilfish can get some good use out of the pinning abilities of the Carbine. Of course, one has to bear in mind that there are plenty of enemies out there who are immune to pinning, including the ever-popular CSM Cult armies like Death Guard and Emperor's Children.

PULSE RIFLES!!!* ;D Here's why:
1) For a static squad, the loss of range is somewhat of a downfall (feel free to argue this)....

2) For pulse carbines causing pinning tests...*sigh*...orks autopass...eldar (dark included), space marines (chaos included) and necrons have too high of a leadership to care...imperial guard and tryanids will just rely on numbers and stuff like vox-casters and sampsynite creatures...

3) For a mobile squad, the loss of shots is a major downfall (tau need all the shots you can get when using the FoF)

All in all...the swap isn't in most people interest...I don't even put pulse carbines in my human aux squad!!!* ^-^

Ive taken 2 carbines in the army, 1 for each Fish squad. And even though it may not cause to many lucky tests the times it does it can be well worth it!

But my vote goes for rifles bcz of the reasons stated above!

rifles are almost always better in V4.

rifles dish out 2 shots instead of 1 on the RF which allows us to move and fire (ish) and have longer range if you want to stand and shoot out of your fish (and if you didnt take a fish you know what will happen ;D)

it comes down to the popular tactics of the day.

no.1 is the FoF : it relies on the fish to provide a charge screen so you can in the new RF rules unload and RF into the opponent with impunity, now the opponent cant get around the fish (and if he can he cant be pinned most of the time) so the increased killing power of the rifle is most important.

no.2 is the stand and snipe squad, these dont move so the carb is useless as the rifle gives more turns of firing with the longer range.

no.3 is the half carb quad, these have carbs to run around and harass units, only 6 carbs from a 12 man squad isnt worth it most of the time so this squad isnt used much

so to conclude the carb sees little use outside of the underused drone squad (best place to get them) but if they could be taken in a whole squad then I have no doubt we'd bw seeing more of them.

If the carbine fired more times I'd like it, but the main reason why I dislike them is because of their 18" range.

yeah i play against space marines alot and carbines are aweful. IF it hits, IF it passes the armour save (which is extremely low), IF they fail a morale test (which they never do), then it might be good. Until it can do any of these, Rifles got my vote fo sho.
