Depends on.

But 1000 are really the minimum amount of points you should play, under this amount you just can`t get enough different units into your army.

And even 1.000 can be very tough with certain armies - Pathfinders, for example, are in my opinion utterly useless in an army under 1500 points, because they do little damage themself, and are a pure support unit for other damage dealers.

So, the best point limit would be around 1500 to 2000, at least in my opinion, although my current 1.000 point army doesn`t fare that bad...

my 500 pts list is pretty fun to play.

Its VERY Mobile and the only tank I got in is a piranha.

I think tau can be fun to play at every points level, becuase of there fun units and there nice looks.

But I think Tau is a killer at 500 pts because of the limitations,

The limit of no ordnance, the limit of no more than 2 wounds, the +2 save

We are all not affected by this, but can still fire our heavy weapons.

The only thing we cant take is the broadside and hammerheads wich you dont realy use at these levels

I've had the most trouble with them at 1000.

Unlike, say, Space Marines or Chaos, the Tau are very reliant on specialist slots - Heavy Support and Elite, usually. Where I can fill out troop choices with Cleanse and Purify drop pods or with las/plas squads, most competitive Tau armies just have the mandatory two squads of Fire Warriors in Devilfish. The entirety of a Tau player's anti-tank firepower is bound up in his heavy support slots - the Tau are going to suffer against a vehicle-heavy army at more than 1500 points. Crisis Suits are best in one-man units, but with only three elite slots, you run out very quickly in large games and are forced to take bigger units. The maneuverability of Stealth Suits is also more useful in a small game - in large games, the enemy is far more likely to include specialist units capable of trashing them.

It's anecdotal, but I've taken a very vehicle-heavy Eldar list against a standard Mech Tau at 1000 points and come out fairly even. However, I could easily scale that same list up to 1500 or even 2000 points, while my Tau opponent is already out of HS slots. His ability to damage me would be about the same, unless he goes over into Broadsides, which he refuses to use against me after a single Farseer effectively destroyed a two-man unit with Shield Drones in a single Shooting phase, while I would have twice the ability to damage him. If he wants more anti-tank firepower, he has no real choice but to take more Deathrains or Fireknives, and in larger squads, which makes it much, much easier for me to get around to a side and pour Bright Lance and Pulse Laser fire into them.

It may well be that the Tau are good at different things in different sizes of game. At low points, they're highly effective against vehicles, since they have their mandatory 3-4 Railguns. At high points, they have the same number of Railguns, being much less effective against vehicles, but they pick up a very disproportionate amount of anti-horde fire.

I usually play around 1750. Seems like things are nicely balanced around that level. And for tau armies it means that while you can get enough heavy anti-tank in the army your opponent is unlikely to have enough big tanks to stretch your big guns too thin
