i dont really understand the forward scout rule with them could someone plz tell me how it works

The first bit - They basically get to start on the table even if the mission doesn't allow it - basically the Scout USR
The second part - they get a 'free move' after deployment but before Turn 1. It's pretty clearly explained there (not too sure what you wouldn't understand about it), make sure you've read the rulebook too though..

that would be deep striking or infiltrating to get into their deployment zone but then i doubt infiltrating would even get you there. your pathfinders are simply deployed in 'your' deployment zone and then they may make one free move before the game actually begins. The USR i believe mace was talking about means that in a mission where normally they couldn't deploy on the table as normal (reserve or sumthin other than that) means they now can, so if you wanted you could deploy them as normal rather than having to deploy through reserves or whatever.

ok i thort that it was like one of the space wolfs rules which make the able to deploy or my enemys side of the battle feild but if it doesnt well no matter just a simply mistake

USR = Universal Special Rule - see the 4th edition rulebook.
No you can't start in your opponents deployment zone (nothing even vaguely suggests that in the Forward Scouts rule).

To boil it all down, the fine part is that you can move them out of your deployment zone, put 'em down and remain stationary and fire markerlights.
