This one's pretty clear cut for me. While there's some lovely work in here, there's one entry that just stood a head taller, in my opinion. =]

I'm guessing painting as tactics and coposition is hard to judge

Mods, I'd like to request a bit of clarity next time this competition rolls around. :P

Going by RAW (lolz), the contest rules would imply that it's "best painted"...since it stipulates that all models must be fully painted.

Well there are other factors to consider, how was the army painted? As in squad symbols, markings, campaign icons, history etc. Additionally army composition, whats in it, how big it is, how fluffy it is, whether there are any/many conversions, etc, etc, etc. The list goes on and on and you just have to use your best judgement.

For instance the Emperor's Children army is without doubt the best painted, but there's also not a lot of interresting touches in the painting, would have been nice to see more character, but that's just me :P.
