Default Building a fallen dark angels army

Ok firstly i'm not sure if this is in the right place but i dont really know where to put this thread. After speaking with a mate i got interested in starting a fallen army. However i'm not sure what to include and how to paint them because there is so much fluff involved. Can anyone give me any ideas?

Use the Chaos list. Include no Daemons, as few "Chaosy" units as possible (eg: Oblits, Defiler), and only use the mark of Chaos Undivided.

Or, you could play as those fallen who wish to repent for their sins. To this end I would probably use marines, keeping away from the overtly specialist uints, no speeders or jump-packs, no terminators and no land-raiders.

Keep everything as low-tech as possible, using infantry where you can.

Two sides to the coin, you choose.

Initially I was thinking of taking the marine route becasue fallen arent exactly true chaos, the one issue that put doubt in my mind was how many fallen to include because they are spread out in space and time.

Well i myself recently thought that idea up, it kinda expensive to make but it does work.
Legally there is an army list and stat codex but it is hard to find, i have one on my computer but i cant remeber where i found it.

As for a huge army of them, there is a rule that says any fallen angel army which is 1000+ must include Cypher, thats must, so you dont have to ask weather your allowed to use him or not. but for the base of Cypher and WD rules, your allowed to include cypher in your anrmy with a squad of fallen as a single eliets choice, the fallen count as chosen.

For some interesting looks though the base marine with some chaos bits, like a shoulder pad and bolter look really cool for any rebel SM army. I will post up some pics of my fallen angels when their done, my cypher is really cool.
Paint scheme i used is a much (much) darker version of the dark angels. The armour is black with green and blue ink highlights for effect of really dark green. They look awesome, but i only have one squad of them thus far.

Cant you use a marine list bu make it fit the fluff like any thing not pre heresy is not aloud so basically vets and assult sergents 1 termie squad max

Personally I wouldn't use anything chaosy..... the reason? Fluff, let me explain:

At the time of the heresy the dark angels were split approx 50/50 which side to join, the primach died etc..

however the marines that are now part of the imperium... are they truly loyal? or are they the ones that turned to chaos? This is a grey area at best... could it be that the fallen are loyalists to the emporor and the dark angels are really the chaos marines? It would explain 2 thing:

1 the need for them to kill all of the fallen before they tell anyone the truth
2 why cypher has the sword

Can anyone say 40k conspiracy theory
