Default Are captains worth it?

I've been perusing competitve army lists lately and I often find Librarians or SC's fill the HQ slots while standard captains are rare. I'm curious as to whether or not they're really practical seeing as they are only a single model thats very expensive. While I am aware of the killing power a single captain is capable of, it's still horribly limited and therefore almost useless.

why by them?

The only time I see captains being used is in bike armies. They are quite strong in this role, but outside of that, they are rare as you mentioned.

I think captains are a decent secondary HQ choice. Your primary HQ is normally used to add flavor to your army and those end up being special characters. (Vulcan, Kantor, etc.) Captains are just regular marines on super-steroids usually. They are tough and hit hard, but there is no surprise to your enemy, such as a librarian would bring which the different powers.

I like a chaplain rather than a captain anyday. Put him on a bike and your even better.
