The Space Marine codex doesn't seem to answer the question clearly, but are SM vehicles typically crewed by non-techmarines? The Land Raider boxed set comes with a marine with a Omnissiah shoulder pad, so how should that be painted?

Well the vehicles are crewed by regular marines seconded to the Armory, and as the Armory is the domain of the Techmarines it is likely the Marines in service to the Armory will wear the Mechanicus symbol as a sign of respect even if they are not themselves Techmarines or training to be Techmarines. Usually the pad is painted red while the rest of the model is painted in the normal Chapter Colors. Some choose to paint the marine fully red like a Techmarine but it's up to personal preference really.
