I want to make an anti-infantry devastator squad. I am thinking about 4 Heavy Bolters, but at the same time I think that maybe mixing in one or two Plasma Cannons might be a better choice in terms of maximizing troop killing potential. I have heard people say that it is not always best to mix weapons in a Dev squad as it its better to have them specialize in one area, however, I think that the Plasma Cannon with its Blast and AP might be a nice addition to an anti infanty squad.

Plasma Cannons work best against bunched-up, high-save targets. That or low-mid AV vehicles.
Because of their potential to self-detonate, they are kind of risky. However, AP 2 means they can hurt just about anything. I wouldn't say having one or two is a bad idea, but I generally dislike them on the whole. In an Anti-Infantry unit, which has 36" range for its "main choice" weapon anyway, they are a more desirable option; you aren't losing the extra range Missile Launchers and Lascannons offer.

Four missle launchers, frag for horde, krak for SM, necrons, high toughness low save targets.
And the best part is their cheap for a dev squad.

Personally I feel the two best set ups for a dev squad are either 10 men with 4 missiles, or 10 men with 4 heavy bolters.
In both cases the unit is hyper deadly still, and Realativley cheap, since they're armed with the cheapest weapon option. The four missiles let you bust tanks, and infantry as Rogal Dorn mentioned, while the 4 heavy bolters totally shred infantry with a save of 4+ or less. Like wipe out whole squads at once. What's really cool though is that that much strength 5 firepower hitting on a 3+ can actually still put a dent in 3+ save units through sheer weight of fire, they gotta fail their saves eventually. So yeah, I say grab the 4HB
