Default Command squad legalities

My friend has a Terminator Chaplain with a command squad, all in Power Armour. Also, he deploys the squad at the start and Deep-Strikes the Chaplain in later.

Is ANY part of this legal? I had a flip through his codex once, and this doesn't seem right to me.

He's cheating, miserably so.
  • A character in Terminator Armour cannot lead a Command Squad wearing Power Armour; if there was a Captain in Power Armour leading the unit, the Chaplain could be taken as a second HQ choice and join the squad later, however.
  • If a character leads a Command Squad or is 'attached to' a Captains' Command Squad, they may not leave it for any reason, nor may they "join in later".

UNLESS he's playing Dark Angels or Blood Angels.

In that case what he's doing is perfectly legal.
