Default Psychic Hoods, all powerful or tightly limited?

The players at the local hobby shops in my area have had a rather long on going debate about Psychic Hoods. In one camp is the interpretation that the Psychic Hood only effects the powers of one enemy psyker, another camp is that it can block the powers of all enemy psykers, and is not just limited to one model.

So what is the correct interpretation and application of the Psychic Hoods rule? I haven't been able to find concrete enough wording to go either way in the debate.

Okay Psychic hoods work against any MAJOR psychic power cast. However only one hood per use of a power, so no taking two librarians to shut down pyskers. A major psychic power is any power that requires a leadership test to be performed. So one librarian can hold down an entire army of pyskers if he's lucky enough.

Yea thats one of the interpretations the thing is the rule uses the woding (if I remember right I can't get to my rulebook atm) "an enemy model" which would imply that it is a single enemy model that can be opposed by the psychic hood.

Is there a rule that clarifys that wording? I think it might be the lack of a further limiter that would suggest how often the Librarian could block an enemy model, since it doesn't say once per turn or once per player turn than it would imply it happens every time... perhaps.

On page 24 of the Space Marine Codex under Psychic Hood: "The Psychic Hood can be used each time an enemy model (meaning any enemy model) uses a psychic power." The part about it only working on powers that require I psychic test is just before that. Hopefully that makes it clearer.

See but where do you get the part that the wording "an enemy model" means "any enemy model" as that is really the only support for the limitation of the psychic hood and is a constant obstacle in the debates.

"An enemy model" means that as long as its an enemy model, and it passed a psychic test, you can use the psychic hood on it. Thats about as straight an answer as I can give you, anything else is your views on word usage. It talks about hoods in the BGB but I don't have that on me at the moment.

Yea, there isn't anything in there that says "Elect an enemy model at the beginning of each turn that your going to try and suppress. "

The use of "any," as opposed to "select, or single," tells me that the obvious criteria is...

Is it an enemy? Yes...

Did it make a psychic test? Yes....

Then you can use it.

Anything else would be added wording.

I had a list of rule questions for GW before gamesday so I added this one to the list.

The GW guy said...."Uh, no...it's ANY enemy model."

So you can put that in their pipe and make them smoke it....or whatever....
