Default Deathwatch and Techmarines

I'm tossing around which of these two units I should be using in my list. They can both be outfitted as combat or dakka monsters, but I'm unsure of a couple of options. Firstly, there's no entry for a Techmarine being allowed to take a drop pod, or any means of deepstriking and I'm unsure about joining units before the game has technically begun. Could he join a unit that's purchased a drop pod and then come in from reserves with them? This would handily address how to get the combat Techmarine into combat quickly.

secondly, a question that borders on smartass. Does a Deathwatch captain have Rites of Battle?

Thirdly, a super broad question, what sort of wargear would be optimal for such unit listings designed to fill either a close-combat role or a fire-support role?

A smarta-- answer for a smarta-- question.

I think the Deathwatch are Ordo Xenos alien-hunting troops, right? The codex isn't out for them.

If I recall correctly, the Deathwatch Captain does not have Rites of Battle.

I'd take Deathwatch. Three reasons:

1) Alternative arrival methods on the battlefield
2) Better wargear options
3) More wounds / more attacks.

But there are PDF rules for them in the Mean time, Chapter Approved.

Are we sure on the Captain not having Rites of Battle? The current pdf on GW says Space Marine Captain. That seems to tell us to use the Captain from the codex, especially since the Librarian is told to use all the SM goodies.

Not that I really like the idea of the Captain getting the ability. From fluff, it seems odd that a Captain from what is most likely a different chapter will be trusted to intimately guide marines in such a way. Balance wise, it just strikes me as too much awesomeness all in one place.
