I would imagine the protocol is simple... so let's make a check list:

Step One

1 - Is your Librarian setup for close combat?
----If so and you are playing Orks, then rethink it. Librarians in combat with Orks are a bad idea.
----If you are fighting Eldar in combat, this works, but it's also a very big over kill. Probably a bad idea.

2 - Is your Librarian solo? (Ie: Independent)
----If so, great! This is the best way to make him last against both foes.
----If no, I hope he's deep striking! Otherwise, you probably should consider going solo.

3 - Is your Librarian being used for support?
----If so, then you're on the right path.
----If not, you should probably consider asking yourself why you chose the librarian.

Step Two

1 - Are you fighting Orks and want to cause lots of damage while remaining safe?
----If so, you should be solo and purchase Fury of the Ancients.
----If not, then you should probably consider another HQ choice.

2 - Are you fighting Eldar and want to cause lots of damage or have some utility support?
----If so, you should look at both Fury of the Ancients and Fear of the Darkness.
----If you want support, the psychic hood is your best friend coupled with Fury of the Ancients.
----If not, well, you may want to consider another HQ choice.

~ In the end.... ~

Really it comes down to what you want to do. Fury of the Ancients causes great damage to weak infantry. It will do great against both armies and even causes pinning tests (eldar!). Combat against both army types are probably a bad idea, as you're either wasting your character to kill Guardians, or you're going to die to the might of the choppa. If you want to disrupt and counter Eldar, the Fear of the Darkness can really bust eldar leadership (naturally ld8) down to 6, making nearly half of everything flee. And the psychic hood shuts down the powers that make some of their units tick. Against orks, you should probably focus on range and damage and Fury of the Ancients does just that.

Keep him simple and cheap

Cheers!

against eldar, try fear the darkness. its so good against almost any army. should be more than enough to make the guardians turn tail and run.

against orks however you never want to take fear the darkness. see when they take morale for any reason and fail ( with their ld and the -2 that fear gives they will most likely fail) then they go "how many of da boyz doez we have 'ere?" and seeing that there are more than 12 proceed to laugh at you for standing up and going "BOO".

against orks I would probably go with fury of the ancients. it has the best chance of killing a lot of orks per use.

Vortex of Doom could work on Orks, as it's an I test thing... If not, please feel free to tell me I'm wrong.

Fear of the Darkness is great, especially for Iron Maiden fans.

if vortex used the large blast template then I would take it against anything. but because it uses the small template the most you will probably get is the one you place it on and maybe 2 - 3 partials.

Do note, that apart for the Space Wolves' Rune Priests, now Psychic hoods and Force Weapons come standard on the Librarian and are no longer bought separately. Do buy the 4th Ed Space Marine Codex___it's just so much worth it !!

For getting rid of a static tau line, try equipping a librarian with a bike or jump pack (i prefer bike) and fear of the darkness, this means they have to pass a lower leadership test and considering that the bike upgrades movement, then if there are suits they'll fall back 3D6, good way to force them off the table or does it pin units now? either way it's less irritating FW'S to shoot at you with, just hope they don't use an ethereal and it works quite well
