he should probably go for "honour your wargear" then- devastator squads as elites and heavy support.

Hmm... depending on his gaming style and what type of guns he wants I'd recommend Cleanse and Purify if he wants assault weapons, Take the Fight to Them if he wants to play an assault army.

more thoughts on cheese:

how about Honour Your Warger and Cleanse and Purify?
potential for 6 dev squads, 3 with inflitrate or tank hunter
6 tactical squads with 2 plasma guns footslogging
2 infiltrating command squads with plasma pistols and either 2 meltaguns or 2 plasma; alternatively, infiltrating command squads with 2 heavy bolters and some storm bolters.

Or: Honour Your Warger and See But Don't be Seen:
up to 6 dev squads, all infiltrating, 3 with tank hunter.
infiltrating tac squads
infiltrating command squads, potentially with tank hunter or furious charge

sounds pretty mean, but infiltrating everyone makes it very expensive...
take tank hunting missile launchers rather than bolters- cheaper than lascannons, just as good against vehicles, better against troops.

They're never better against troops than the mighty all-purpose heavy bolter! I won't believe that for a second! With those tiny blast templates, you're only likely to hit 2-3 models (after edge rolls) and that's even if you score a hit in the first place (for which you have only one chance)! What's more, with frag's AP stat, anything better than a flak jacket is just going laugh in your face...they can't even mash up Cadians! Heavy bolter pal...it's an infantry lawn mower! Krak missiles aren't bad for tank busting mind so you've got the versitility there, but of the two, I know which I'd prefer.

Plus, you should never underestimate the inherant dakka-dakka feel of a heavy bolter toting devastator squad!

"Get some!" ;D
