is it at all possible to make a total deathwatch army? such as true grit triats and flesh over steel? would that work?

Deathwatch had rules for upgrading sergeants to Deathwatch... but never a full Deathwatch army.

Your best bet is to take True Grit, and take a Kill Team as a HQ choice.

in a white dwarf i have it has chapter approved rules for upgrading any tactical / veteran / hq marine into a death watch marine fotr 5 pts each... would that work?

I say take a space marine army themed to kill aliens (prefered enemy) and then add Death watch as a HQ

Yes you can upgrad an intier army to deathwatch exipt bikes, assault, devastors and termmies
Or just add a deathwatch sergant and give them all cool rounds
