for 4000 points...

Actually, it reminds me a little of one of my DA lists, only much bigger

I had 3 10 man stubborn tactical squads with plasma cannons and plasma guns, a dev squad with 4 lascannons (10 men). And one of the assault squads like you have. All sergeants had either power sword or power fist, and some had plasma pistols. All led by a Librarian with command squad. Had a 12-2 record before I changed the list. You could kill 8 men in a tactical squad and still get hit with a plasma template the next turn ;D 9 of the 12 wins were against other marines, and one loss each against tyranids and eldar.

I'll go through the list one at a time.

Command Squads are not their own HQ choice, they must acompany a Commander, Librarian, or Chaplain. Also these squads, with the HQ, are ideally set up for close combat and should be tooled that way. Use these squads as a countercharging unit to defend your tactical squads.

I wouldn't suggest mixing heavy weapons with assault weapons, especially the two Melta weapons. Each turn you'll be wasting one weapon as you'll either be out of range with one, or you moved making the other useless. This is even more so for Melta weapons since they have such short range, so a lot of times both weapons will be wasted. Veteran squads are also ideally used as countercharging units.

As above. The same goes for your troops as you will need them to be mobile most of the time to achieve objects.

Lose the Meltabombs, with the amount of firepower you have in your Heavy Supports you won't need them. I would also consider adding powerfists/power weapons into this squad to make them better in assault, unless your aim is to tie up enemy units and not destroy them.

I like the massive amount of firepower in this squad, not many people do this since it takes up so many points.

The one problem that I have with this list is that it is too static. If you intend to use all those heavy weapons you probably will not move a single unit in your army, leaving you very vulnerable to fast armies such as Saim Hann. BTW I don't know what armies you usually play against, so your army might be fine for you opponents.

Also you seem to lack any anti-troop weaponry, yes you have plasma cannons but with good spacing the blast markers will be all but nulified, try some heavy bolters.

...and if he took heavy bolters he'd be good against orks, but bad against other marines. Can't be perfect against every army. Besides, boltguns do fine against orks! For not taking any vehicles or terminators, it's a good shooty-type list.
