It would be legal if you didn't have three HQ choices. Since you have a captain, Chaplain, and Shrike you will need to drop one of them to make this list legal.

Just to help, Force Organization is 1-2 HQs, 0-3 Elites, 2-6 Troops, 0-3 Fast Attack, and 0-3 Heavy Support.

As for how effective it is, I couldn't say, as I don't play Loyalists. I'm sure somebody would be willing to offer you some pointers around here...

its legal but you need to fix up that captain. a storm bolter and lightning claw seems to be everyones first commander. i've seen so many people with that set up its ridiculous. give him twin lightning claws or go home. one is pretty useless when you can have a powerfist for the same points. i'd suggest relic blade and a shield.

My first problem with this list is the lack of scoring units. With only two troops choices, one of which has to come in on the first turn due to drop pod assault, leaves you nearly crippled in missions with objectives (2/3 or them). Also, some of your point values are off, such as your vanguard and your tactical marines. Even without jump packs on the vanguard, the vanguard are off by a weapon upgrade, as the relic blade must be on the sergeant, and he can't just handoff his power weapon. With the jump packs on them so that they can keep up with Shrike, the squad is off by nearly 70 pts. The tactical squads are off a vehicle upgrade each, unless they just weren't listed. Also, one combi-melta in the sternguard is pretty risky, as there is still a good chance that its one shot will be wasted.

first I'm going to leave both of them reserve and let land raider go first with assault squad behind it

first off sorry about the vanguard point cost i just calculated it any your right it's suppose to be 250pt if correct
