As I play the game completely different than everyone else (as does everyone, but shh, it's a secret) I'm only going to make generalisations about your army which jumped out at me. And I think the best way to go about it would be a simple break down choice by choice.

Solid. Best cheap HQ choice available to Marine army. I would personally try to scrimp some points for Artificer Armour, but I just feel more secure with a 2+ save.

Meh. In my experience an Assault Cannon/Rocket Launcher combo is less than ideal. The Assault Cannon is a weapon primarily designed for an anti-infantry role, while the Rocket Launch is an anti-light/medium vehicle weapon. That doesn't mean Assault Cannons aren't versatile and able to take out light/medium/heavy vehicles due to rending, or the rocket launcher unable to kill infantry...it's more a matter of specialisation. You have a dreadnought with 2 weapons, each designed for differing roles. Personally I would drop the missile launcher.

I love bikes, and I am going to deal with both of these units at the same time. Be VERY careful with them. They are really glass cannons. Your Heavy Bolter unit should utilise it's mobility and stay at maximum range. Rapid Fire weapons shred bikes so make sure they are all out of range. Your Melta unit is pretty much a one-trick pony, but deal with a batle tank and they are well worth it.

Assault Squad 110
Terminator Honours 15
Power Weapon 10

There is only 1 thing I call a minimum size unit of Space Marines. VP throw-aways. 5 Marines are FRAGILE. You can expect to take that many casualties getting up the board. You need to beef this squad up. Unless of course you have them as a Chaplain delivery system. If that is the case you should save 25 points on the upgrades and buy 1 more Marine.

I hate armies that only take min Scout Squads as troops. The Tactical Marine at 15 points is arguably the best bargain for troops in the entire game. Why wouldn't you use them? Versatile, tough...

These 2 are great. Dedicated anti-tank. You really want to keep them at range though. AV12 is very fragile in this game so try to keep them dedicated on tanks and as far away from the enemy as you can. If you fail to do that...you may be down 340 points.

Overall it's a pretty decent take-all-comers list. I did read your post in the other board so I understand the desire to paint less models. I'm having it right now as I recently completed my 150 model Tyranid army. But a word of caution with this list. Heavy anti-tank (tournament) lists are going to destroy you. Tau would probably do a number as well. In the end your army is just TOO small, and the dreadnought's speed is a serious liability for it's survivability. Not to say you won't have fun, or cherish the look on your opponent's face when you drop down 5 Dreadnoughts, it's just not going to be a best general kind of army.

With that being said I would drop 1 Dreadnought and all the scouts in order to field 2 8 man Tactical squads with heavy weapons, and add more marines to that Assault squad. But hey, that's just me.

Thanks for the input! I'll take most of it to heart.

I was extremely stuck with this choice and still am. I really don't like assaulting unless I know for sure that i will kill them out right. Getting stuck in is not my thing. What are your thoughts on a Techimarine HQ?

I'm a big Psychological warfare guy. I Like things that make my opposition shake with fear. My guard army had lots and lots of grenade launcher, because the freak people out. This was my Plan with the Dreadnought. Most are pretty scared of them, not sure why...... These 3 are movable lineholders, but there main roles is to distract fire for the bike to move in or vice versa, depending on the situation.

Going for Psychowarfare here again. I'll add your advice to my battle plan. I thgouth they were tougher than that, But they are only 2 wounds..

The original plan was for this squad to be a chaplain delivery system as you put it. But that may change to suit the army if i took a techmarine hq...

The reasoning behind the scouts was mobility and pinning. Infiltration was my plan of action, and sniper the troop units to hell before they can make a move. I'm not doubting the ability of the tactical squad. But infiltration and pinning are my goals with these squads. i do think these 2 squads withh be getting 2-3 more scouts added on to them.

i had thought about all these points, but i am not sure about the army as off no. Most of the lads down at my local pay tau, most with lots of broadsides. not the best list to p[lay against tau i have to say.

I am now second doubting this list, due to the gamer climate of my gaming store. We will see what this army shapes up to be in the end. I'm think about an honour your wargear, see but don't be seen army, but i'm not to sure. how do they usually fare?

I play alot of tricks in my lists too, and, unfotunetly, this is putting your eggs in one basket so to speak. Bike are expensive for what they do, as are Dreadnaughts, but both are efective, with the proper suport. Scouts, at least in my experiance, don't add up to much. Now I like the idea you are going with here, and I have seen a similar idea work. Here is what I would do. Take the Dreads, and bikes, drop the assalt troups, beef up the scouts or get Tact marines, maybe put the chappy on a bike, with the bike squads, like the melta squad, gives you another reason to get close, and if you are fealing frogy, drop the scouts all together and see if you can manage to get the upgrade that lets you take bike squads as troops too, and then use only bikes and Dreads, beaf up the bikes, maybe work on the payout of the dreads, and that may help.
With as fast as the bikes are, and still being good in melee, they will make Tau sweat, but they can't ignore the Dreads eather, and to make it even worse, think about putting some homers on sarges/chappy, and Drop Pod the Dreads in, puting them in the face of the Tau, not something they like too much. Anyways, just some ideas, good luck with the list.
