Melta Bombs get one additional die in armor penetration rolls. Against the Monolith they do not. Melta Bombs are a type of Melta Weapon, and as such are explicitly mentioned in the Necron Codex along...

If all of the changes go through as they appear now, you replace their ability to downgrade glancing hits with a simple cover save. So half of the time, Railguns and Lascannons are going to shear...

Then it is the fault of Necron players for not taking Heavy Destroyers. This is really just a taste of their own medicine as I see it, since the Monolith forces players to take high strength weaponry...

Vanquisher shells are like Melta rounds, though, so I think they would be partially effected.

As I said before, Lances and Melta weapons seem to rely on different physical processes to get through...

"Powerful" isn't really the right word. In terms of shear power, Strength is still a better measure.

Lance Weapons and Melta Weapons are designed to get through armor through more unconventional...

There is actually another good way to fix Living Metal, now that I think of it. All you have to do is make it effect ranged weapons only, and don't treat the Monolith as a Skimmer in Close Combat.

In the context of the topic, I think the Necrons should have two vehicle options, splitting the role of the current Monolith into a line vehicle and a support vehicle.

Phase-out is definitely why the Monolith costs what it does. It is also why the C'Tan are not as expensive as you might guess from their abilities.

I am not sure about that argument. My view of balance is that an average army from any book should win about 50% of the time against a composite of all other armies. Necrons shouldn't be stronger...
