My suggestion for the armor is to paint it metallic and then use one of GWs washes to tone it down. A black wash should work fine. GWs old Ink washes would be stronger but you'd need to water it down...

Actually Tau is very much about mobile firepower. There are a few units that do primarily stay in one spot and shoot (broadsides, sniper drone teams) but everything else pretty much moves and shoots....

Don't think its a good idea. It makes marklights way too effective against units that are outside of cover while making them less effective against units in cover, sort of counter productive seeing...
