This probably isn't helpful at all, but... I'd say basing with a space wolves grey, and applying blue ink. Ice blue may sound like a better basing colour, but it's a bit too...noticable, it's more like water beneath the ice, while space wolves grey has a more 'vapor blue' look to it. The blue ink makes it shiny, and could be used to cover the entire blade, or merely to make a few small streaks across it, like cracks in the ice.

Me : Pulp Fiction? Please, this amount of blood, can best be compared with 'showdown at the house of blue leaves' in Kill Bill 1.

Layers/highlights:

Basecoat Shadow/Fenris Grey.
Paint Space Wolves Grey.
Layer Ice Blue + SWG.
Highlight Ice Blue.
Hard Highlight Ice Blue + Skull White.
Ink 2:1 Water/Blue Ink.

Should have some nice ice, or at least very cold blue weapons.

's all good. You gave the theory, I gave the practical.

Side note: If you want cracks in the ice of your blade, as ineluki suggested, use skull white, or 75:25 mix of skull white/ice blue. Paint it in small, jagged streaks; sorta like lightning.
