Default Fully Modular Game?

Lately, I've been trying to find my copy of Oblivion, and looking into several of the mods that look interesting when I realized something; I wasn't looking to play Oblivion; I was looking to play a different game which is based off of Oblivion. Furthermore, it's largely the same with Civilization 3 and 4.

Taking the concept one step further, I reasoned perhaps the industry's gotten smart on this and created what amounts to a world creator, where its users can either modify the coding directly, or it has a GUI where users can pretty easily modify items/characters/skins/etc.... Thus perhaps saving the company untold hours of playtesting, creating a story, and so on and so forth.

Anyone ever hear of anything of the like?

no but I wish I had... when I read the article I thought you were going to talk about the modular game table :P. Fallout 3 is like oblivion(kinda) based off of the same engine that is.

Only thing even relatively close to that that I've ever heard of is the Tactics Enigne, which powered the old, old strategy game Dark Reign. It was made by Auran, and I think they sell customisable game engines now, rather than full games.

Basically what you're talking about is a simplified game engine to make dev easier.

I've been mulling the question of "what do I want" and I've come to a conclusion(which has since been posted in this very thread):

Bingo, though I was mostly thinking of the aesthetics/ skill system/skills/effects and so on. Not so much the turning gravity on and off, or programming-intensive scripts. However, more than just a game engine; it would need to have support, lest it goes the way of MUGEN and produces many, many different, unbalanced, decentralized programs. Additionally, I would like to amend my first post; there would be a form of a main quest(and a "default" world), but the game itself would be centered much more so on user-created content.

So sorta like a single player, plot-oriented Second Life?

Pretty much. That's why the last 5 COD games, all bestsellers, are only minor improvements on the last.

I own a license to the torque graphics engine, which is amazingly powerful, but has a rather harsh learning curve at first. You pretty much need to either blow a LOT of time playing with it, or know someone who's into it to really make anything unique at first.

However, they do have a good community of add-on packs, which makes some game types a lot easier to make. www.garage-games.com is the site, IIRC. I would suggest looking around a bit and trying out the demo before buying anything, though. At worst, it's a place where you can find some unusual games.

I've also thought about provided a web-server centric game system...make an extremely generic front end that gets tweaked, provide master server functionality, and whoever wants to make a game simply writes web services(probably should make an autogenerator for this...some people not being used to writing these).

If anyone is really into learning to code, I program for a living, and am proficient in a laundry list of languages. Hit me up anytime for random advice.

I remember the RPG maker sort of games. I also remember them being unpopular.

If I could have one game, it'd be The World from the original .dot//Hack series, without the unusual things that happened in that story. :

That, or a full 3D Fallout world (original Fallout's not the new one. As good as it is, it isn't really Fallout, Bethesda sucks for ignoring fans anyways). :-\
