Default Game system help

Hi All. I am in the process of making a turn based strategy game in a fantasy world. The scale is on a kingdom wide scale. Basically each player is in control of a kingdom/nation, with the resources of one. I've got most things figured out, but I have no idea at all how I'm going to work combat. I do not want probability to be a major factor at all. So I have two options: A Stratego-style "rock-paper-scissors" thing, or a Chess style version. However, both options don't have the in depth nature that I wish to have. For example, I want the players to have options between different types of troops, as well as different skill levels like recruit, veteran, elite, etc. How should I do this? Please help me.

Well...Is it going to be played online or in person?

If it's in person...Assign three different values to the units (I'll outline my idea), keeping hitpoints at a single wound.

Magic
Range
Combat

Depending on what the unit is the units coming in contact/fighting each other roll their respective values.
Here's the kicker though, assign each value a Best, Good, Worst value. This will depend on the unit type (mages would be best t magic and worst in CC etc.)

Now, when the units fight each other roll the value as a number of dice and compare the number of successes. Success is a 5+

The Best, Good, Worst system does this though.
The Best value get's to roll a D10 for it's value
The Good rolls a D8 for it's value.
And finally the Worst value rolls a D6.

This allows for plenty of exp and upgrades (equipment adding to the values).
Combat is also not assured 100% either, allowing for lucky heroes from the commoners.

If you don't like the traits given by me feel free to use your own. I just feel CC, Ranged, and Magic are the most simple ones with expansion being practically infinite. You may wish to change the rules for health or magic (allowing for other actions by casting magic passively on other units or actively in combat themselves).

Just my idea anyways. :-\

This is going to be played out in person. I guess it could be played in an environment like our Serious Roleplay boards.

Ooh, I misread that...I thought you wanted probability to be a good part. :P

So why not just use a system close to that of Illuminati? Building out from a central location assign values to the units, higher numbers = the win. Some units can combine strength and others gain bonuses to their number when fighting certain opponents (that way the paper-rock-scissors is expanded).

Or you can just modify Rock-Paper-Scissors 25 to the game.
I'll provide the charts I suppose, units can then combine one or more traits and you randomly choose them before the battle starts (so it's less probability vs. reading the opponents and out thinking them).

Oh wow...

That is extremely complicated.

Never heard of RPS 25 before...

So here is basically what I want (unitwise):

Infantry:

Hand Weapon (Sword, mace, axe, etc)
Polearm (Spear, Pike, Halberd, etc)
Ranged (longbow, crossbow, javelin, etc.)

Cavalry:

Hand Weapon (Sword, mace, axe, etc)
Polearm (Spear, Pike, Halberd, etc)
Ranged (longbow, crossbow, javelin, etc.)

All of the weapons within a catagory will have the same basic abilities. I might give special boosts or take away things. There will also be levels of fighting ability: Recruit, Veteran, Elite

I'm unsure how to balance these with each other. I mean, should I allow "lower rank" units to be able to kill higher ranked ones?

Siege units will have a place, but I'll deal with them later.

And one final thing. Should I (instead of making this complicated) just make this like chess, where everything can kill everything else?

You could make it like chess I suppose...

I'm not sure how to balance mulitple levels of the combatants though.
Unless you want it otherwise, a massed attack by inferior troops can easily run over a better equipped unit.

WW2 will show you quite a few examples of the intricate balance of power (especially early-mid way through the war).

We need more people's inputs and opinions. :-X
