Am I right in thinking that, say there are 3 boyz left in a mob, you can take their basic leadership instead of the Ld3 that would be conferred because of mob rule?

"May always choose"

Sounds like you can replace their standard Ld7 instead of optinng for mob rule to me

Indeed. Otherwise, there would be no point to them having an Ld stat at all - and Nobz and Meganobz would border on useless.
