I'd avoid both. You need to field two units of troops before you have a legal army, so heading in that direction is a good idea.

Seriously, the nobs box will give you more nobs than you need at this point. Stormboyz are expensive (pointwise, and dollarwise) for what they get you, and nobs - the box set is ok, but it doesn't really have the best models for maximizing your gameplay.

With 18 pounds, and the UK website as a price guide (I'm in the US), this is what I'd buy:

4 Pounds: Ork nob blister - make sure you get a powerklaw nob. He'll run with your boyz and make them hit much harder.

12 pounds: 2 ork warbikes. You need 3 to field a unit, and so this will make the one you already have playable.

HOWEVER!

If you can wait, the ork battleforce (50 pounds) is a really good deal. You get 16 more boyz (and you'll need them to be your second troop choice), 5 bikes, a trukk, and a buggy.

That would let you field:

HQ: Warboss
Troops: 16 slugga boyz
Troops: 16 slugga boyz
Fast Attack: Buggy w/ big shoota
Fast Attack: 6 warbikes

After that, I'd buy 2 nob blisters - and make sure you get nobs with powerklaws, look through the blisters before buying - they go with your slugga boyz and add a lot of hitting power.

A killa kan blister is a nice heavy-support choice. I'd look through the blisters to make sure you get one with rokkit launchers though.

If you feel up to doing some conversions, saving one of the bikes and putting a nob with a powerklaw on it will make the bikers much better too.

And, eventually, get 8 more boyz, one more nob with a powerklaw, and use them as a unit of trukk boyz, who will lead the charge. With 8 and a nob, the warboss can join this unit and get into the fight faster too!

Finally - a lot of the fun of orks in converting. At some point, pick up a leman russ and convert yourself a looted tank, you'll be happy with the results.

So, to sum up, if I were you, this is what I'd plan to buy in the near future, for best value for money and playability:

1 Ork Battleforce - 50 pounds
4 ork nob blisters - double check to make sure they have powerklaws - 4 pounds each, 16 pounds (one goes on a bike)
Killa Kan - 12 pounds
More ork boyz - 18 pounds (half of these become trukk boyz, in the trukk that came with the battleforce, the others make both of your slugga mobs 20 strong.
Looted Leman Russ: 25 pounds

Total: 121 pounds.

This gives you the following army list:

HQ: Warboss, Choppa, Slugga, 'Eavy Armour, big horns: 77 points
Troops: 20 slugga boyz, with nob w/ powerklaw and slugga: 255 points
Troops: 20 slugga boyz, with nob w/ powerklaw and slugga: 255 points
Fast Attack: 8 trukkboyz, with nob w/ powerklaw and slugga, trukk w/ big shoota: 155 points
Fast Attack: Buggy w/ twin-linked big shoota: 46 points
Fast Attack: 5 Warbikes + Nob w/ powerklaw & Slugga: 228 points
Heavy Support: Killa Kan w/ armour plates: 50 points
Heavy Support: Looted Leman Russ w/ heavy bolter sponsons & lascannon: 165 points

That's a total of about 1250 points - a good sized waaagh to start with

Clearly, it's more than the 18 pounds that you expected to spend this week, but you'll be happier with the results in the long run if you do it this way, and you can work towards it over time.

Don't buy the blister online. They'll send you a random one, and odds are good that it won't have a powerklaw in it.

Go to a GW store and pick through the blisters to make sure you get the powerklaw nob. It is that important.
