Pick up a Necron Battleforce and a Necron Lord (for the needed HQ), beef him up to suitable standards, and you've got a 1000 point Necron army. Looking at normal retail prices from GamesWorkshop that would be about $95 US, but I'm sure you can find it cheaper somewhere else like Ebay.
