Phase out is essentially when the necron player looses 75% of his models that use the special rule 'necron' which means they count towards 'phase out'.

Say if someone has 30 warriors, 5 pariahs, 5 immortals, 3 destroyers and lord.

The lord, warriors, immortals and destroyers count towards phase out as they have the 'necron' special rule. Parihas don't therefore don't count. in the case above when he looses 29.25 models with the 'necron' rule his army will phase out leaving the battle feild. But since you cant actually have .25 of a model it is rounded to the nearest whole number... here it is 29

ALL models leave the field. not just those with the special rule.

Fluff-wise 'phase out' is a form of teleportation used by the Necrons to actively transport the victims of a defeated Necron force away from danger. This allows them to be fixed by scarabs/tomb spyders in their monolithic temples, before coming back to mechanical life and returning to the battlefield later. This is in turn the most fluffy excuse for a returned force of the same models, as most other models cannot be killed and then brought back to life, Necrons can, making it possible for the same commander to be your commander throughout any defeats you might encounter (as well as other units' troops).

Game-wise 'phase out' is used when you lose a game, or are, in the form of the actual rules, coming close to being defeated. After a Necron player loses 75% of his army (or more), regardless of WBB rolls, his army will be wiped off the board with the reasons stated above for fluff purposes. So basically, if you can get a Necron player past 75% casualties, he will be defeated, and you will automatically win the game between you and the Necrons, or the Necrons will just be gone if you're playing in a multi-player game. However, some units do not count towards the 'phase out' percentage, most of these being the models that do not have the 'Necron' special ability (Pariahs, etc).

Most people consider Necrons as being cheap, and quite 'over-powered', so this is Games Workshop's way of making them a little more fair.

Nonono. We, the Necron players, lose. The best way to kill Necrons is to cause them to Phase Out, which is kill 75% of their models.

Sorry if that was misunderstood from above

regardless of WBB rolls,
I would check my codex but a friend is borrowing it, however I'm pretty sure that phase out doesnt occur until all WBB rolls are made.
