What do the harlequin actually look like, i did a search and didn't find anything

Not quite...

Harlequins are kind of like a cross between a Bard and a sociopathic killer.

Alas no, but a good "proxy" list for them is the Dark Eldar Wych Cult. It's the closest you'll get to them whilst still being official.

Units are as follows:

Great Harlequin = Archite.

Harlequins = Wyches.

Mimes = Mandrakes.

Death Jesters = Scourges.

Harlequin Jetbikes = Reaver Jetbikes.

Venom = Raider.

If you do a Google Search "Harlequin 40K Warhammer" you can find a released set of rules for them (from 2000) which I will be using in an upcoming Combat Patrols tournament, as well as various pics of models and some online art. I have some here at home, but none of them are painted (hopefully to be remedied before the tournament!)

They are a RARE group of Eldar, free of Slanneshes innate ability to consume Eldar souls. They are the elite of the elite, and owe their allegiance to the Laughing God, the only true survivor among the Eldar dieties during the Fall of their once proud race. Khaine has "survived" but is fragmented and is embodied in the Avatar of Khaine for a Craftworld when war is coming.

They are the protectors of the Black Library, a repository of the Eldar knowledge of all things Chaos, seen only by a few living beings in the Universe. They travel the Webway with a knowledge beyond all others, and so may show up among the Dark Eldar, Exodites, or upon any Eldar Craftworld to aid in battle (preferably against the hated Chaos) or to dance their unique performances telling the tales of various universe altering moments in Eldar history.

In game terms, based on the last Army list, they are, as far as I can tell, the deadliest close combat force in the 40K universe. Unfortunately, this means they cost lots o' points, which means they get outnumbered VERY easily. Although I don't know the game as much as I do the lore, as far as I can tell, I don't stand a chance in an upcoming tournament, but I will know more once I field them.

The crazy colors and patterns are an allusion to a character from Comedie del'Arte, a traditional form of theatre from Italy, using iconic characters, in this case, a VERY agile, silly but lustful and romantic character who you can find out more about at Wikipedia.

In the game, they use something called Holo-suits to break up their visual patterns, and masks that project fear and emotions (used in their performances as well) upon their enemies, making them a force that tries to route their opponent if they don't turn them into salsa first: their trademark weapon called the Harlequin Kiss is something they punch into the enemy's body as it unleashes a mono-filament wire that dices one's insides into soup. Yuck. Ever see Johnny Pneumonic? The Yakuza fellow in that movie uses one. (Mono-filament meaning a wire only ONE molecule thick, which held together by a magnetic field could theoretically cut through anything.)
