Default Are these forgeworld rules usable?

Are we allowed to use, say, these rules for normal games of 40k? http://www.forgeworld.co.uk/pdf/IA2Update28Aug.pdf Or only in casual games when approved by opponent? I would much like using 35 point rhino's in my sisters army ;D.

It's one of those funky issues.

Casual, yes FW is technically legal without your opponents permission as long as it's not a super heavy, Flyer, or Gargantuan creature.

However, don't expect a technicality to force them to actually play said game when you show up.

Tournament-wise, it's also the same, but every (non-Apoc or special event) tournament I know has flat out said in the rules "No Forgeworld of any kind".

So, to be safe just ask your opponents, it saves a lot of heartache.

It's a twisted pile of issues tbh, that's why it works best just to let your opponent know beforehand.

Using FW to get an advantage in something like merely points is probably not something I'd say was in the spirit of the rules though.

Then neither is a codex update then is it? ??? Yea...I'm not trying to cheat my opponent, but I do think that if the sisters had a new codex released, the rhino base cost would be following the trend of 35 points. It's just my heart longing for codex updates really :'(

I would suggest you take the update to your friends, and discuss with them what is and is not appropriate to field. Most of them should accept that vehicles like the Rhino and Chimera have dropped considerably in price, so I'd imagine they'd accept that.

But do not assume they will. That's important.

This is of particular interest to me, because a large tournament running store in the somewhat local area likes to run games with ForgeWorld units and rules allowed, given that they are not superheavies, gargantuan creatures or fliers if I am not mistaken.

Might have to break out the sisters for some of their upcoming events.
