This is a couple of lists that use the models that I happen to have on hand/built at the moment & its been a while since I've had a chance to play so here goes:

HQ: Brother Captain Stern & Retinue
4 GK Terminators
Psycannon

Troops 1: Justicar & 5 PAGK

Troops 2: Justicar & 5 PAGK
2 Psycannons

Heavy 1: Land Raider

HQ: Brother Captain Stern & Retinue

In either list the Land Raiders are anti-tank & in the 1k & 1.5k lists they can target up to 2 or 4 targets per turn barring any LOS/shaken issues. Plus the HQ and/or Elite units can deep strike for side or if lucky, rear shots.

In the 1k list the Psycannon squad goes for the close objective then provides fire support while the other either hauls ass or takes a drive. In the 1.5k list the cannons are given to the GKT squad so that both squads of troops can hoof it or take the transports for a spin. Additionally the GKT squad has a thunder hammer, just in case. Key survival of the psycannons is their 3' reach, where shrouding actually makes a difference while Land Raiders & LOS are the key to the PAGKs.

Unfortunately, your 1000 point list is illegal because Stern can only be in a 1500 point or higher army

I realized that a little while back & rewritten my list since then. BC Stern is a fun guy but a bare bones BC or a suped up GM seems to do better, despite his special reroll rule. Here's all I changed:

HQ

This setup allows me to field an additional psycannon and still have leftover points for a vehicle upgrade or something. Not sure what but probably a dozer blade or extra armor. I'm also thinking about dropping the 2 psycannons in the the PAGK squad and just adding an orbital bombardment.

The orbital bombardment would be nice (go with the lance), and so would some more troop choises. And what do you mean by PA in PAGK?
