maybe he thinks the different models add up to different armies ie steel legion vs death corps
or he meant whats the best army formation to field?

Catachan, and IG codex. That's all you have. The only difference in the models and fluff you use to represent the army.

yeah the only really difference it the catachans in the current codex they get bonuses to moving though cover etc but cant use armour and certain heavy weapons

Neither of those have a codex though, so the only difference in the models and fluff you use to represent the army.

Yes they do, IA3 and IA5 respectively. They have more of a Codex than the Catachans do.
