I was planning on doin a Warhawk army (similar to Elysian but not as good) and used several things:

Equitment
1-Carapace armour
2-Cyber enhancments (for some units only)
3-Chamelion (veterans only)

Regimental organisations
1-Drop troops
2-Grenadeirs
3-Mechanised Armour fist squads x2

Skills and drills
1-Die Hards
2-Independent commisars
3-Close order drill
4-Hardened fighters
5-Sharp shooters

Teams and troops
1-Heavy weapons platoons
2-Tech preists
3-Storm trooper squads
4-Special Weapons squads

Character
1-Gaunt
2- (option)Schaeffer and Kage (when using the army as a last chance army)

Note: I never actually tried this but i ran tests and asked people what they thought and they all said it would be VERY effective and if used right almost unbeatable.
Thats when i found Catachan lol

but there it is

Looking at the models on Forgeworld and considering fluff, consider:

~Special Weapon Squads
The models for them look awesome.

~Heavy Weapon Platoons
Can't air-mail tanks.* Have to rely on air-droppable crew weapons for punching power.

~Chem-Inhalers (symbolic)
Not for the piece of equipment, but for the effect.* Paratroops tend to be highly motivated, fighting on when things are bleakest.* Also, paratroops can't really retreat, per se, so pinning down under fire makes more sense than falling back in one direction. Behind enemy lines you can't retreat.

Hardened Fighters
Shows the higher training that these regiments recieve, and the expectation of deploying them close to the enemy.

~Light Infantry OR Drop Troops - What do you want your army to portray?
I'm seeing lots of sniper rifles; and it fits the old adage that once they're on the ground, paratroopers are just infantry with less ammo.* Airdropped troops are seriously limited by the amount of gear they can carry, via parachure or grav-pack.* Furthermore, bonuses for getting through difficult terrain could represent the guardsmen's knowledge of the battlefield from pre-drop reconnaissance. (Or seeing it on the way down, a perspective footsloggers don't often get.) Infiltration for these light troops getting in close to the objective before opening fire, airborne-commando style.

Drop Troops is not a compulsory choice for this army.* Drop Troops is good only if you want your army to be the ones hitting the ground first in a hot LZ.* Light Infantry for a Drop company that landed safely elsewhere and worked their way to the objetive on foot.* This way, you can also start with everything on the table, and not arriving piecemeal.* Historically, parachute drops into running battles have horrific casualty rates, and this is unlikely to change in the 41st millennium.

Consider history:
American paratroops right before D-Day. Landing in bocage country: Light Infantry. Landing in St. Mere Eglise: Drop Troops.
British paratroops taking the Orne river bridges: Light Infantry. Operation Market Garden: Drop Troops.
German Fallschirmjagers post 1943: Light Infantry. Taking Eben Emael fortress, Belgium: Drop Troops.

i was wondering about light infantry... dont thing the effects of inhalers suits them, even just the effect. communication is important, so maybe lots of voxcasters instead.

If I recall correctly, Elysian Doctrines are:

Drop Troops.
Carapace Armour.
Sharpshooters.
Special Weapon Squads.
Heavy Weapon Platoons.
