They look like Cossacks?
Um, they specialize in Carapace outfitting making them a poor choice for Cities of Death matches because of the free cover saves provided by urban terrain.
They are all-metal, thusly less expensive than Krieg, but still pricey.

Other than that, I don't know much.

They supposedly have ties to the Adeptus Mechanichus, and are known as the Vostroyan "First Born", as the first born of every family must join up, but it may be males only, as I've only seen male models. Then again, GW doesn't make many Cadian females, either.

That's what I know (or think I know) about them at the moment.

As I recall, the Vostroyans were slow to respond to the Imperium's call during either the Horus Heresy, as they were pressed by concerns of their own at the time. In penance for this failure, every Vostroyan family now gives up their first-born child to one of the Imperial Guard regiments raised on the world. This means that their tithe is much greater than that of most Imperial planets. Much of the weapons and equipment they use is hand-crafted on Vostroya, rather than being mass-produced on a Forge World.

They inspired me to finally get off my butt and collect a guard army.

But seriously, they are governed by a ruling group known as the Techtriarchs, who have ties to the Mechanicus. They decided they'd be better off making guns than firing them during the Heresy and afterward they were taken to task for this. Ever since, every family, regardless of social standing, gives up its firstborn son into service for the guard (even the Techtriarchs must comply). Due to the shame of not coming to the Emperor's aid long ago, they tend to overcompensate in they fervor, causing them to look down upon their allies. Of course, since the Vostroyans sat out on a crucial conflict, it makes for a bit of a "pot-kettle-black" situation.

There's a Black Library novel called Rebel Winter that's coming out sometime in July. It features Vostroyans caught behind enemy lines and fighting orks and traitors. There's an excerpt on the Black Library website that you can peruse.

Other fluff tidbits...
-Vostroya is an industrial world, but not a forgeworld.
-Every worker spends one hour a day working exclusively on weapons for the regiment.
-Lord Marshall Graf Harazahn was the supreme commander of guard forces on Medusa V.
-Harazahn is featured in an illustration from the guard codex (p. 33), 3 years prior to the release of the Vostroyans. He is depicted with a techpriest and several guardsmen who look like a cross between the current Vostroyans and the Armageddon Steel Legion. They lack the distinctive Vostroyan shakos and wear Valhallan-esque fur hats or Steel Legion-esque helmets and gas masks. Alas, the illustration is in black and white, so we don't know if red and gold was always the original color scheme (going by John Blanche's concept drawings in WD 316, it probably was).
