Default commisars and Hardened Fighter Doctrines

I was just making a list and I wanted to add Hardened Fighters but I have a Commisar. Can I have a commisar with WS5 and a HSO with WS5?

Commissars arn't Guard infantry. They are advisors.

Things like Hardened Fighters and Iron dicipline only effect Guardsmen and Conscripts.

Does it effect conscripts? > I wish I new this earlier. That would make an even stronger meat shield...

No you would just be wasting points! Why would you spend 20pts on a unit that is intended to die! Ha! :

Sorry, but if you want to upgrade the conscripts, rather go full out and get the beastmen doctrine. It gives some great conversion ideas, and makes your conscripts devestating in close combat (espesially on the charge).

You can't upgrade your models specifically to have have Hardened Veterans...but if they are attached to a unit with it, they receive it as well. At least that was my interpretation I've been going with all along.

As for the Conscripts...as they aren't Guard Infantry, they can't take the upgrade. There is the Beastman Abhuman Doctrine if you wish to go down that route...and it makes them reasonably useful as meatshields, but like all the Abhuman doctrines...they're for character rather than brutal effectiveness or point efficiency. Fine by me in any case

Yes, according to the Armies of Imperium List and my interpretation as well.

every time i used Armies Of Imperium, the whole squad got the bonus from hard fighters, if the commissar is attached to the squad and not considered an independant (which they usually are) he gets the bonus too. given the 'heroic' nature of the game it is kind of silly to think that the officers and sarges and commies are actually worse stats than the grunts serving under them. Armies of the Imperium gave me stat line with a 5 WS on a hard vet sarge, and on a commissar in my HQ squad and it does all the math for you - so we can assume the whole squad gets it.

I'm not sure. If you make your army one of abhuman beasts (abhuman doctrines), isn't it unlikely that the commisar is one also?
