I've finally figured out what I wanted for my mixed guard. I figure this list will be done sometime next year ???. Anyway here is my list i would like to hear any concerns and some direction.

My army is gonna be based of a New Orleans theme with Fleur be leis. Or I'm gonna call them Rain of Fire guard. I really don't know if I'll do the purple, green and gold, or red, orange, and yellow.

The Fleur de Leis is not a New Orleans symbol, it's a French symbol. I think that is the distinction people will make when they see it.

There is a special character from the Macharian Crusade book that specializes in deep striking. Two in fact, iirc. They might be included in casual games to add a bit more flavor to the list.

The list looks very solid. I hope you do well in games, it looks like you should. The only recommendation I would give would be to upgrade your heavy bolters to autocannons. Partially based on my personal bias towards AC's, I just love them. Also because they are extremely versatile and capable of wounding much easier and even being able to pop tanks should you run into a mechanized force. You don't have to worry about the enemy finishing off your LRBT's and leaving you with little to combat larger vehicles with. I don't believe that one it better than the other, just that HB's are more horde specific whereas AC's are a more multi-purpose weapon with no real specialization.

Technical problem though...you can't induct both Grey Knights and Sisters of Battle as allies. You have to choose one.

No you can. You can't do it with inducted guard, but you can take both. It's in the FAQ for both of them. The Imperial guard army is my main army so I can do both. If I tried to run a withhunter or daemon hunter army and tried it. Than it wouldn't work.
