Default codex: freedom fighters

i have a rough copy of this written out already so it will be easy to post when i do. The codex will represent mostly common people who want to be freed from the imperium's fascist culture, but who are not chaos worshipping scum. my only question before i post the list is has this been done before and if so could i get a link to see if they're list is anything like mine

Meh, to me this is hi jacked imperial guard. So, IMO this is technically already an army :P

Facist culture?! Who's world are you living in? The fact of the matter is, the Imperium doesn't really care what their worlds do. There is no set social standard and there are thousands of different governments spread across the Imperium. I could, however, totally see some people wanting to overthrow some planetary dictator and wanting to set up another government. If you are looking for something like this, try the Codex: Insurgency.

I suppose your right but what i perceive the imperium to be is a very hostile place that tends to be very picky about who lives and who dies (i read a lot of black library books so thats where i get my information).

also i checked out the link but that really isn't what i'm going for, my force is looters and scavengers, not suicide bombers and (for lack of a better word) terrorists.

also to "TheCuriousMonke": i looked at the guard (and LATD) lists but it just didn't seem to work.

It certainly would appear that Legio has been out drinking with the Commissars a few too many times...

Arbites, the Space Marines, the Sisters of Battle, the Daemonhunters, the Inquisition etc. The Imperium appears to have nothing against slaughtering their own citizens by the millions. There's no such thing as crowd control, only lethal force. To deny that the Emperor is a god is to invite the attentions of the Inquisition, and suffer gruesome death by torture.

Is this not fascist?

I've never seen exactly what your looking for, but honestly if I were you it would make it a bit more specific, like a codex representing a certain army of uprisers.

First of all, the Inquisition, and with that the Demonhunters are rare in themselves. The situation needs to be extremely bad to warrant their intervention. The Sisters and Marines are military forces and therefore don't involve themselves with everyday Imperial life. In fact, only the request of an Inquisitor can usually call them in. The Arbites are few in number, and aren't as stupid as you make them out to be. They know they can't go around killing anyone who utters an obscenity or protests. During protests, they don't want to use mass force, as that would alienate the population against them. They only take out their shotguns when the crowd turns violent.

Slaughtering your population on a whim will only hurt you. No one will be working at the factories and the planet will effectively be as good to you as a dead world. And who will deny that he is a god? There are innumerable different Imperial sects that worship him, and most are pretty liberal about what the normal population does. It's only really Chaos worship that brings the hammer down on those unfortunates.

Legio already went into most of it, but I'd like to point out that the Arbites do use non-lethal force. Their Repressors are normally outfitted with a water cannon (Nightbringer) and smoke grenade launchers. They also have shock-mauls to incapacitate rioters rather than kill them. They're pretty much like modern riot control officers.
