The Covenant are a collection of different alien races bent on human-kind's extinction. Though most of the Covenant's forces have been forced, or coerced into servitude they all fight with a religious vehemence. What is known about the Covenant is this: it began with the alliance of the Prophets with the Elites, two alien races, the formre the religious leaders, the latter being the military leaders. They started recruiting other races into their Covenant and once they discovered humanity, they set out to utterly destroy humankind rather than enslave us. Not much else is known about their motives for their war, other than that they consider humanity an affront to their gods. The known races of the Covenant include Grunts, Jackals, Hunters, Elites, Prophets, Brutes, and Engineers, although there are reports that there may be others as well. A description of the different Covenant races can be located in the Covenant Species portion of this document. The Covenant have repeatedly shown themselves to be imitative rather than innovative. This is theorized to have something to do with their religious reverance of the Forerunners, as they will take what Forerunner technology they can, but they don't seem to invent their own techology. This has been discovered by the UNSC to be an exploitable weakness. HQ Prophets Little to nothing is known about the Prophets. What we do know is that they are the first species that started the Covenant with the Elites, and are the religious leaders of the Covenant. It is theorized that the Prophets actually originated on a world that was once home to a Forerunner colony. This comes from several sources including recorded and translated transmissions. This may be the reason that the Covenant revere all Forerunner artifacts, and it is for this reason that the Covenant have seem to have such advanced technology, because they have been using technological remnants of the Forerunners. The role of the Prophets, for as long as can be recalled, is to archive, explore and locate Forerunner technology and artifacts. These intelligent, highly evolved beings are physically weak, hence their need for Elite allies. The pact allows the Prophets to advance their search through conquest and occasionally assimilation of species whose home worlds or solar systems contain Forerunner architecture or technology, often disregarded by the resident species. Prophet ceremony and purpose is not generally known to the Covenant population, most of which simply trust in their wisdom to further the goals and territory of the Covenant. Rather than have "names" in the traditional sense, most Prophets are instead simply referred to as "Holy One", "Eminence", or some other religiously significant title. Prophets seem to be divided into two groups: High Prophets, and Lesser Prophets. High Prophets seem to be referred to in a more reverant manner by the other Covenant races than Lesser Prophets. The High Prophets have titles such as "High Prophet of Truth", while the Lesser Prophets do not recieve such titles as far as is known. I know, now I actually want to see the finished version, need help working on this? Ironicly my friend suggested that we do something similar just the other day and I came up with a few good ideas.

now you need brutes, grunts, drones, jackels, and hunters.
grunt- basic infantry unit of the covenant. grunts are dangerous in groups but present little threat individually. Short stocky and relatively slow they often panic when faced with superior forces. How ever, if they are being led by an elite they will stand and fight. there now you need their stats and weapons. cant some wepons be dual weld? you dont have to add that but you can, make a new rule for dualing weapons. sorry i just talk on and on

well the prophets do have plasma guns on their floating chairs/thrones or are they standin?

I'm dubious about a prophet getting anywhere near a fight so I'm not sure about using one as a HQ, certainly a gold Elite would be a HQ, say they have to be armed with a plasma sword (as usage of one is seen as a symbol of status I think) and the option for one other.
Dual wielding i would say that an Elite could fire two smaller weapons at once (such as plasma rifles) but with reduced accuracy (notice that in halo 2 firing one dual weapon retains its accuracy but firing both makes them very inaccurate) say -BS1 Elites (on the FOC) i would say would be brute squads with x-X members, option for leader, armed with brute plasma rifles or carbines, x number of brute shots. Also a spec-ops team, x-X number of elites, choice of any covenant weapons except brute shot, brute plasma rifle and fuel rod gun. option for active cammo upgrade (gives tau stealth suit rules) and X number of grunts with needlers. Troops would probably be guard style platoons with grunt and jackal mix, command squad can be led by an elite who can take weapons choice. maybe command squad can be given a grunt with fuel rod gun? Fast attack would be platoon of two unit ghosts (they almost always work in pairs unless I'm mistaken), banshee or banshee squad, and spectre squad. Heavy support would be wraith tank, side plasma rifles automatically shoot at nearest target regardless of the tanks target. hunter unit, always two (they are always deployed in pairs) with not allot of choice. and possibly devastator style grunt squad with fuel rods?[/rant] I've been thinking about doing something like this since halo 1 so i might be encouraged to do a human one. if i find time I'll start a new thread.

I was thinking that a Arbiter could be a HQ. I was also thinking we could make the Scarab as a 0-1 heavy support unit.
Here is the army list I was think of. HQS 0-1 Prophet* 0-1 Arbiter Gold Elite (weaker then the Arbiter) ELITES Elite Team Brute Squad Spec-Op Elites/Grunts (Commaned Squad) TROOP Grunts Jackals FAST ATTACK Buggers (Act like Jump Pack troops) Ghosts Banshee HEAVY SUPPORT Wraiths 0-1 Scarab (Like a Land Raider) Hunters Spec-Op Grunts? what do you think?

possibly a special character? remember there's only one at a time and he is only made an arbiter at times of great need, so mabye rare. perhaps some rule about him always trying to achieve the objective even if it is suicidal.
