First you check the range.
If you are within range you then place the hole of the template over the base of a model (you dont need to roll to hit)
You then roll the scatter dice plus one d6 (two if you have moved)

Edit- Happy 1111 post day 8)

The difference is that Ord/1 weapons are Ordnance weapons, where as Heavy 1/Ordnance Blast are Blast Weapons that use the Ordnance template.

You dont use Guess range weapons in 40k any more. You just place the template (scatters 2d6 for indirect fire)

Also the blast ord weapons do use BS.

Sorting out time.

Ordnance: Incredibly huge guns that fire shells which are far bigger than you would think likely. Only ever vehicle mounted.
Lots of special rules. All to represent a big lump of explosives wrapped in metal and describing a carefully calculated parabolic arc in your direction.
To use, place and scatter. Scattering may depend on several factors.

Ordnance blast: The size of the blast inflicted by ordnance weapons. Also known as "Frisbee", "Big template", "Pie plate" and "oh no...". Other weapons may inflict blasts of this size, such as the hammerhead with rail gun, however these are dealt with as normal weapons, rolling to hit etc. These represent weapons that are more "point and click" than ordnance, and just happen to have a large area of effect.

Are we happy yet?

Ordnance weapons never use your ballistic skill. You also don't scatter 2d6, you scatter the highest from 2 twice for indirect with no line of sight.
